I want to attend the classes of computer graphics techniques, what have I got to do?
You have to go to the HEAJ to fill in a registration form, pay the registration fees and provide the secretarial staff with the documents required.
What are the documents I have to provide?
There are two possible cases:
- You have just completed your secondary studies: • two passport photos; • a copy of the Belgian or foreign I.D. card (on both sides) ; • An official birth certificate or a certified copy of it; • The original form of the CESS.(Belgian secondary school-leaving certificate)
- You have already started higher studies, or you have already worked, or your are registered as a job seeker, you need to provide us with: • two passport photos; • a copy of the Belgian of foreign I.D. card(on both sides) ; • An official birth certificate or a certified copy of it; • A certified copy of the CESS (Certificate of Secondary Studies = Belgian secondary school-leaving certificate) • The original attendance certificates signed by the head of the school for the studies made in Belgium and/or in a foreign country with the mention of the results (grades) or the documents that prove any activity in Belgium and/or in a foreign country (certificates from employers, FOREM, …or, failing that, a sworn statement dated and signed) • A document proving that you have had a health check-up as specified in the Article 6 of the decree of may 16, 2002
During my registration, I made a false statement on my prior activities, what are the consequences?
In the case of a false statement on your prior activities, you instantly lose the status of "student normally registered" and its implications if you pass the exams.
I am a foreign student, what have I got to do to register?
You have to come and register, complete your application, pay the registration fees (plus 992 Euros for the students outside the CEE whose parents do not live in Belgium). You also have to provide the secretarial staff when you settle in Belgium with a copy of your residency permit, or the "annexe 33" (only for the bordering member states) or a copy of your certificate of registration to the Office of Foreigners, or a copy of your asylum request.
My secondary school-leaving certificate is not the Belgian CESS (bachelor, or certificate from Luxemburg….) Am I allowed to register?
Yes, but you have to submit an application for equivalence at the Belgian Authority concerned BEFORE JULY 15th; This application has to be sent by registered mail and you have to pay the fees for the assessment of the request imperatively before July 15th. You are also in charge of your file, and thus you have to see to it that it is well made and well received by the authority that answers your request. We strongly advise the students who are about to graduate to go to the Department of Equivalences to present their application.

If you decide to come and give your application mail directly, you have to make an appointment by calling: 0032 (0) 2690 86 86 on Mondays, Tuesdays, Wednesdays and Fridays from 9 to 12 and on Tuesdays, Thursdays and Fridays from 1:30 p.m. to 4 p.m. and go to Rue A Courtois 4 1080 Brussels.

A copy of the receipt of the registered mail or a certificate that proves you have filled in your application has to be in your file, this being the proof that your request of equivalence was sent or brought before July 15th. I filed my application at the Service of Equivalences but late, can there be bad consequences for my registration?
Yes, you will instantly lose the status of "student regularly registered", and its implications if you pass the exams. Thus you will only have the right to follow the courses as a "student at large".
My file is not complete (document and/or paiement) for the start of the school year, am I allowed to attend the classes anyway?
Yes, but the secretarial staff will not give you any certificate: family allowances, registration certificate…
I was a job seeker at the moment of my request for registration, am I allowed to attend the courses?
The status of unemployed person has a compensation and is, save exemption from the proper Authorities concerning the granting of a jobseeker's allowance, incompatible with the status of daily student.
Nevertheless, you can obtain a dispensation. To obtain it, you need to go to your paying body so as to get the C93form and have the school fill it in. This dispensation is granted in 2 cases: • If the graphics techniques are on the list drawn by the ONEM for the school year in question (site: www.onem.fgov.be) • Or if the graphics techniques are not on the list: in this case, you can still obtain this dispensation, if you are unemployed and if you receive a compensation and if you have had at least 312 days of allowance during the 2 years previous to the beginning of your studies. This information has been given to you to inform you. But you have to go and ask for more information at the concerned Authorities so as to check that these provisions are applicable to your situation…
I want to register as a" student at large", is it possible that my request would not be accepted by the Head?
You can be denied registration, because on this matter the schools are entirely free. The principle of such a registration is to allow the student who is not within the legal deadline to be able to register as a regular student so as not to drop out of his studies. He can still receive family allowances provided he has agreed with the head of the school on a schedule of at least 13 hours of classes a week.
I have changed my mind after filling the registration form, my application and after paying the registration fees, is it possible to be paid back?
There are several cases: If you change your mind before the school starts, you will be refunded the whole of your money If you change your mind between September 15th and September 30th, provided you have not taken part in any other activity, you will be refunded the whole of your money. If you change your mind between September 15th and November 30th, the refund will be restricted to the registration set by the Communauté française (regional government). If you change your mind from December 1st onwards, no refund whatsoever will be granted.
I have administrative, financial or other problems, who could help me?
You can go to the Secretary's Office for Students for any administrative problem that has to do with your application; you can go and see the school counsellor of the Haute Ecole, Mrs. DEMEURE, whose work consists mainly in solving social problems and inform the Social Council of the Haute Ecole about it to find solutions. |
